Does Insight only hire Europeans as TDs in Europe? Or would they hire Americans with European tour directing experience?

If they have extensive experience, recommendation and references, etc. then yes - Gary Junge and Debra D'Angelo are two examples of fellow TDs that are American but have lived in Europe for many years.
